1. Ensures administration and implementation of the procurement strategies focusing on achievement of the following results:
- Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper functioning of a client-oriented procurement management system.
- CO Procurement business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Procurement and Logistics, control of the workflows in the Procurement Unit.
- Elaboration of proposals and implementation of cost saving and reduction strategies in consultation with office management.
- Provision of researched information for formulation and implementation of contract strategy and strategic procurement in the CO including tendering processes and evaluation, managing the contract and contractor, legal considerations and payment conditions, sourcing strategy, supplier selection and evaluation, quality management, e-procurement introduction.
UNEP’s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in UNEP/DEPI at the Nairobi duty station.
Responsibilities
Under the general guidance of the Director, DEPI and the direct supervision of the Chief, Climate Change Adaptation Unit, the incumbent will carry out the following responsibilities.
1. Policy Analysis: Develop and formulate policies and strategies under the work-programme for climate change adaptation. Advise and provide technical assistance to governmental, intergovernmental and non-governmental organizations and scientific communities on the UNEP climate change strategy. Develop conceptual frameworks to support the integration of environmental concerns with economic and social development in poverty reduction and implementation of Millennium Development Goals. Provide policy and programme guidance to senior management and establish strategic collaboration links with other Divisions.
2. Programme development and project implementation: Interpret the UNEP climate change strategy and subsequent agreement with project partners and stakeholders; Design potential resource mobilization projects and liaise with executing agencies to explore co-financing opportunities; Assess and recommend the viability of environmental projects with potential linkages between ecosystem management and climate change adaptation for technical focus and relevance to the work programme; Develop key indicators for monitoring overall results of adaptation programme with the UNEP Medium Term Strategy especially Ecosystem Management.
3. Programme Management: Develop a network of partnerships with governments and institutions; Liaise directly with program partners/executing agencies in promoting and developing new UNEP projects in the areas of climate change adaptation; Lead, organize and/or participate in substantive discussions, meetings and conferences and represent the unit at international, regional or national meetings; Oversee the preparation of reports related to climate change adaptation; Coordinate with Division of Global Environment Facility (DGEF) and explore opportunities for collaboration between UNEP work-programme and DGEF/GEF portfolio and policy development.
4. Knowledge management and communication: Supervise the focal point for the DEPI Work Programme under the UN Framework on Climate Change Committee; Develop an internal communication strategy for building awareness, technical capacity and UNEP wide support; Organize learning events and tools to share lessons learned and components for improving project design for climate change adaptation; Contribute to the Climate Change Adaptation Learning Mechanism, including organizing learning events in collaboration with the Division of Communications and Public Information.
5. Perform any other related duties.

Communication: Ability to speak and write clearly and effectively; Ability to communicate effectively with audiences of various levels of seniority and technical knowledge, tailoring language, tone, style and format appropriately; Sound working knowledge of media networks; Ability to communicate with various stakeholders in politically sensitive situations with diplomacy and tact.
Teamwork: Good interpersonal skills, ability to work collaboratively with professional and technical staff at senior and junior level from diverse cultures and backgrounds.
Planning and Organizing: Ability to identify priorities, work to tight deadlines, handle concurrent projects and coordinate the work of others.
Leadership: Provide leadership to the work of climate change adaptation and empower others to translate vision into results; Be proactive in developing strategies to accomplish objectives; Establish and maintain relationships with a broad range of people to understand needs and gain support, takes responsibility for ensuring equal participation of men and women in all areas of work.
